New modifier panel and list

Probably my suggestion was not good but the way you have put the most important buttons to occupy smallest space in the UI is not good. in fact before starting to sculpt with multires you need to subdivide and from to time you have to use that button to continue working. The irony is “rebuild subdivisions” and “save external” are the least used buttons for most of the users and yet they cover the biggest space in the UI
