Would Blender need a terrain editor?

Hi. I know that in a different thread, a developer was asking feedback about new workspaces to be included. I thought about terrain editing, however…

Most of the game engines have some sort of Terrain editor. Would Blender need its own terrain editor, more advanced that ANT plugin or it won’t be necessary ? I know that now, with the changes in API, Blender 2.8 could have custom editors.

Could there be active tools specially designed for terrain, that do things that the normal sculpting tools couldn’t do ?

Plain old sculpting tools can do everything a terrain editor can, and more.
Terrain editing only requires certain viewport navigation modes, such as constraining the view camera to the XY plane, or an easily accessible “fly” camera. Those would be welcome.
