I just downloaded the last build and it come compiled without user preferences window.
there are plans to replace the user preferences, please tell that blender is gonna still be fully customizable.
Preferences are now under Edit>User Preferences instead under File>Preferences.
Why?
It is more logical and common placement (just look at Substance, Photoshop etc.)
