Is it a way to get the 2.7 mouse wheel moving in bledner 2.8 and keep the 2.8 hotkeys?
What this means?..

Probably holding the modifier keys and scrolling moving the camera horizontally and vertically. I don’t think it’s a very useful feature for most people, but for those people that want it maybe it could be an option.
