Actions used to have fake user enabled by default. A few years back that was changed. I think we should go back to how it was; we basically went from a situation where deleting actions was confusing to one where saving them was. That’s not good.

Every type of data block should have a config settings where users can decide which types get a fake user by default. I think pretty much everyone will turn it on for materials.

Yes, make it a preference. Personally I would hate Actions (or in fact most datablocks) to have fake users by default.
How about get rid of the fake user system for good?
