That sounds like a good idea for a Python Addon.

I have never used them, but there seem to be a number of external tools for converting bitmaps to vector format.

As long as we can import vector formats to Grease Pencil, I would be skeptical about bringing the code into Blender where we would have to maintain it.

Yes, there are some, but (AFAIK) integrated with other software (like InkScape).
They’re usually quite big to use just for this, a library like POTrace is just a few MB.
