Can't rotate/manipulate normal of a single vertice with no faces?

I’m trying to find if this is actually a bug.

If you have an object with a bunch of vertices, but no faces on it, and no edges, just like a point cloud, and then you go into Edit Mode, you pick a vertice, press F3 and use the tool “Rotate Normals”, there is no effect in the normal of the vertice.
If you do the same in vertices with faces you actually rotate the normal.

Is this a bug?
