When spacebar action set as Tools, it is working as a pie menu. When you press the spacebar and move the mouse a little, the tool under the cursor is immediately selected. Thus, you need to press the spacebar, wait a bit, and only then select the desired tool. It is not comfortable. I think the spacebar action set as Tools should work as a context menu.
