It couldn’t find the <OpenEXR/ImathVec.h> in the downloaded library.

I have OpenEXR installed in pacman as well.
odds are the download got interrupted, svn does that some times, in /home/shin/blender-git/lib/linux_centos7_x86_64 run svn cleanup followed by svn update repeat until it successfully completes.
cleaned and updated the libraries.
