Missing python API parameter documentation?

Hello,

I’ve noticed that some parameters are not documented in the python API 2.83 docs. Is this deliberate?

For example, `bpy.ops.wm.read_factory_settings’ has no documentation for the ‘app_template’ parameter.

I am not sure why but this is not deliberate. Perhaps @ideasman42 knows.
