Fallback tool change does not work when gizmos are turned off

Changing fallback tool while gizmos are turned off does not have effect.

PROBLEM

  • Select default cube
  • Select move tool
  • Turn off gizmos display
  • Change fallback tool by Alt+W or header drop down to select box or active tool and click drag, there is no difference.
  • Turn on gizmos and change fallback tool and drag, works as expected
