When donating to the foundation. Do we donate for the whole “Blender” structure or can we target a development team?
(For example, if I only use the sculpting part of Blender. I don’t want to fund EEVEE development or others)

if you’re referring to the Development Fund, it’s there to support all parts of Blender. https://fund.blender.org
