Would it be possible that when “Recent Files” is set to 0 in Blender preferences, that text file doesn’t appear in the config folder (C:\Users\User\AppData\Roaming\Blender Foundation\Blender\2.81\config)?
As someone who constantly fiddles with blender’s customisation, I constantly go there to copy the userprefs and the startup files for backup and want to delete the recent-files.txt compulsively each time I see it, only for it to reappear when I open a .blend file.
