Should Blender 2.8 have extra UI options?

Should Blender 2.8 have a feature to change to past UIs. As in being able to change the UI back to Blender 2.79 or past versions.

I feel as if the devs should have the option to change to past UIs because if people are coming from Blender 2.79 to 2.8 there is a dramatic UI change which means having to learn a new UI.

Another suggestion I have is for the devs to have a help notification to help people if their having trouble with an animation. Of course people should be able to turn this off in settings. The screenshot is where I think the Help Bar should go.
