Is it possible to define a custom nodetree

I wanna implement a keymap editing addon I want to try to use the node editor for that.
Is the nodes api the same as 2.7?
Can I define a custom node editor or someting similar so I can parse keymaps and translate to custom nodes and vice versa?

Yes, the api for nodes is the same as in Blender 2.79. Just checkout the template that ships with Blender to get started.
