If I recall, the release of Blender 2.8 beta would mark the point where members of the public could make bug reports on developers.blender.org not just crash reports. However, the note for this is still on the Blender 2.8 download page.
Has the crash only restriction been lifted or is that planned for a later date?
it has been lifted, the note has been removed from the bug report page, but not all other pages may have been updated yet.
