Hi - based on googling, it sounds like animating collection visibility (viewport/render toggles or view layer exclusion) is a non-trivial task; I’m wondering if it’s being worked on and has any chance of happening for 2.80?
Is there a bug filed for this somewhere? I couldn’t find one.
It’s a major need for doing motion graphics, at least. (I’m aware of the Animation Node workaround and the option of using collection instances.) Having to move collections out of camera view is painful. 
(Edit: looks like Animation Nodes is still being worked on for 2.80, which makes me hesitant to use it…)
